This is the "Cold Air Preheat Shroud"! It is designed to preheat the incoming cold air during cold weather and to keep the Hot Exhaust Heat away from the "Rag Joint" and surrounding Power Steering Items. It fits on the Short Two Cylinder Head Studs. Just like it was designed to go there.
