If you notice the Rust on the Lower Left Hand Heater Core Opening Flange, you will see Terminal Rust! Once it gets pitted all the way thru the metal to the other side of the panel, it is Diseased! That means the rust has grown roots into the metal. Without removal and replacement this panel will rot out in 3 to 5 years!
