Here is an example of a correct set of heads done correctly. I could see daylight thru one set of valve seats on the old ones that came off. I wonder if they really care at machine shops.

As far as the inner bolt goes the sleeve that is pressed into the two polyurethane busings determines the clamping pressure of the bolt. This one had to be done with a torque wrench. You can break the stud.
