When it comes to ugly rust like this you almost have to remove the Hardened Seats and start all over. Now, some would just media blast the shit outa it. Then Shake and Bake the heads. This would remove all the surface rust and then the shake and bake should cleanup the rest, but what about the rust you cannot see?
