I took the time to check every Stamp. It indicated to me that it was a desireable Four Bolt Main Engine and not the Garden Variety Two Bolt Main Block. I do not know why Pontiac decided to make a cheap block. It was probably the Fake Gasoline Scare and the Insurance Con that were running at the same time frame!
