This is a Pipe Plug Tap. It creates Pipe Threads. They are designed to tighten up in diameter the further in you thread the fastener, pipe, plug etc. Just like a Locking Nut but backwards. If you are smart you will not only use the threads but also the thread depth to determine when the plug stops
