Yes, this is the extra metal to keep you from cracking your cylinder head and introducing cast iron into your motor. Should you remove them? You could I guess. Just carefully grind it down. Get a nice set of studs and use Permanent Thread Locker to put them in once and keep them there. In my case though I like to think of them are flow improvers. I just leave them there to watch the fun stuff.
